Fifty-nine-year-old Alain Juppé, former prime minister of France, became a “refugee” in Montreal with his wife and children in the summer of 2005. He was sentenced to one year of ineligibility because of his political party’s financial practices, something he was held responsible for. He chose to serve out his sentence in Quebec.
